Dentist to pay more than $500,000 following False Claims Act claims


An Oklahoma dentist is to pay more than $500,000 to the state after he allegedly violated the Oklahoma Medicaid False Claims Act. Rocky Cullens of Stonewood Hills Oral Maxillofacial Surgery was investigated after a referral from the Oklahoma Health Care Authority for submitting false claims to SoonerCare (Medicaid) between Jan. 1, 2021, and July 31, 2024. Cullens is alleged to have double-billed and upcoded patient encounters, billing excess units of general anesthesia, and billing for tobacco cessation counseling for non-tobacco users. “I take seriously allegations of false claims and attempts to defraud taxpayers,” Attorney General Gentner Drummond said. “I’m pleased our investigation led to a resolution that rightfully returns funds to the State.”
